Resource List for Change

To realistically create a viable distance learning the university needs to focus its efforts on existing resources. Both the employee pool and technical resources necessary to facilitate distance learning already exist. What the school needs is a vision and strategy to pull them altogether. Distance learning has the potential to increase FTE (Full Time Equivalent) Students, expand the scope and reach of communities served, and take advantage of the benefits that distance learning has to offer. The strategy must also include a support network for faculty who teach these classes as the transition for many of them will be far-reaching.

People

Project Manager- This person (presumably me) would be charged with writing the strategy for distance learning, partnering with one or more academic departments to develop a deployment policy, vision and desired outcomes.

University Help Desk- This group will be employed and made available for technical support as it relates to the hows of working with the enterprise LMS (Learning Management System) we have on campus. We currently use Moodle. There is a fair amount of use already on a campus level so this resource should not see any noticeable impact in resource use.

Academic Department (Either World Languages and Cultures or the Education Department)- The implementation of distance learning will happen at the department level. This will ensure that department goals and outcomes are considered. This strategy will also help to ensure buy in from faculty.

CELT (Center for Excellence in Learning and Teaching)- This group is employed to support teaching needs of faculty. Once the model for distance learning is developed for a department, this resource will be leveraged to support pedagogy as it relates to each program.

Executive Sponsors
Vice-Provost-
Main contact for initial development of the plan.

Provost- Work with Provost to demonstrate the benefits of distance learning and to become the chief executive sponsor of the program.

CIO (Chief Information Officer)- This person will be involved as a technical resource advisor. She will help map out future resource needs and manage personnel needs as it relates to technical support.

President- Advocates HSU distance learning on a CSU wide level.

Infrastructure

Infrastructure needs will be met by leveraging existing technologies for the short term. Over time, new resources will be acquired on a program by program basis. Decisions regarding the allocation of funds will be met at the college level by the Deans, with consult from department chairs.
Course Registration- Students will register for distance learning classes through existing Student Records registration system. PeopleSoft’s Campus Solutions a.k.a. the Student Center.

Asynchronous Communication - Moodle. While each program may elect to use a system that reflects their needs, Moodle will be available for the organization asynchronous class time.

Synchronous Communication – This will be the only new purchase made by the university. It is recommended that they purchase either Adobe Connect or Elluminate for the purposes of live communication. However there are free options available should funding not be made available, including DimDim (an Open Source screen casting tool). Costs for implementation range from free to 100,000 dollars for a site license.
